Objectives & Functions


The object of the Seychelles Energy Commission (SEC) is to regulate electricity related activities so as to ensure an adequate, reliable, cost effective and affordable electricity supply while protecting and conserving the environment.  The Commission commits to regulate the sector in accordance with local laws and policies, international standards and best practices in support of sustainable development as well as adhering to sound principles and approaches.


The functions of the Commission include: 

  • Coordinating the development and strategic planning of the energy sector
  • Formulating a national energy plan and implement the national energy policy
  • Promoting Renewable Energy and Energy Efficiency as well as conservation of energy
  • Collecting and maintaining energy data and produce national energy statistics
  • Proposing regulations which are necessary or expedient for the energy sector

With respect to the electricity sector:

  • Regulate the generation, transmission, distribution, supply and use of electrical energy
  • Ensure the sustainability and viability of electricity related activity and oversee the efficient  functioning and development of the electricity sector
  • Periodically review and set the electricity tariffs
  • Monitor compliance, enforce and review regulations, codes and standards for the electricity sector
  • Investigate complaints or disputes in relation to the electricity sector

With respect to renewable energy, energy efficiency and energy conservation:

  • Develop and adopt guidelines as well as incentive mechanisms / support options relating to renewable energy and energy efficiency
  • Advise the Minister and make recommendations to regarding promotion relating to renewable energy and energy efficiency
  • Carry out studies and research relating to renewable energy and energy efficiency 
  • Recommend standards relating to renewable energy and energy efficiency
  • Develop, implement and maintain national information, consumer educational programs, and public awareness for all levels in all sectors
  • Develop, implement and maintain technical training programs
